The Civilian Joint Task Force (CJTF) National Command Headquarters serves as the primary community-stabilization and local intelligence auxiliary operating across Nigeria's states and the Federal Capital Territory. Born out of a strategic necessity to counter asymmetric threats, rural banditry, and suburban criminal networks, the CJTF bridges the critical operational gap between formal state security architectures — such as the Nigeria Police Force (NPF) and the Department of State Services (DSS) — and the diverse grassroots communities it serves.
Operating under a unified command structure, our personnel leverage deep geographical familiarity and community trust to eliminate blind spots in peripheral terrains, forest boundaries, and high-density urban transit nodes.
Our Origins
Where the CJTF Came From
The Civilian Joint Task Force became prominent in Maiduguri and other parts of Borno State around 2013, during the Boko Haram insurgency. Community members — particularly local youths with deep knowledge of their own neighbourhoods — began assisting formal security agencies by reporting suspected insurgents, flagging suspicious movements, supporting community surveillance and helping protect their communities.
The initiative worked because local residents held knowledge no outside force could replicate: the routes, settlements, languages and patterns of movement of their own terrain. The CJTF went on to become an important component of community-based support to counter-insurgency efforts in parts of Northeast Nigeria — demonstrating that community participation can complement formal security institutions when properly organized, trained, supervised and regulated.

CJTF members are civilian volunteers. They are not, and should not be confused with, members of the Nigerian Armed Forces, the Nigeria Police Force or any other statutory security agency.

Tactical Joint Operations & Containment
CJTF commands operate in direct lockstep with state Police Commands and military elements nationwide. Our personnel routinely provide logistical, terrain-guide, and frontline tracking support during sweep operations to flush out bandit enclaves along contested ridges, forest borders, and state frontiers.
Rigorous Vetting & Institutional Integrity
To prevent criminal infiltration and maintain elite operational standards, the National Command Headquarters maintains a centralized biometric and documentation framework, requiring mandatory guarantor sign-offs from traditional rulers and community leadership to enforce lifelong institutional accountability.
Critical Infrastructure & Border Security
